MOSTOVI No 4, september 2001. godine This
issue has been devoted to the deaf child. We want to stress the
importance of the earliest possible identification of hearing loss, if
possible at infantile age with undertaking an early intervention in
order to decrease as much as possible the negative consequences that
hearing loss inflicts to faculty of speech and the development of a
child’s personality as a whole. We will invite the parents of deaf
children to join together into the Center within the Association, with
the objectives: initiating regulation change, joint cooperation,
experience exchanging, informing, organizing the expert meetings and
seminars, supporting the education of persons that work with deaf
children etc. The
Associations of hearing impaired citizens from Bugojno, Mostar, Canton
Sarajevo and the Association of Deaf and Hard of hearing from Brčko
have written about their activity during recent period and about
difficulties they have to face with as well. Since
the last May the Association of Deaf Persons of B&H has a new name:
The Union of Associations of Hearing and Speaking impaired of B&H.
The elective assembly has appointed new executive bodies for the
forthcoming period. In year 2001 we celebrate 50 years of WFD (World Federation of the Deaf) which was founded in 1951 in Rome with the objective to act as an international platform for expresing the needs and requests of deaf persons. Although, we have not aquired the equal rights as the hearing persons yet, we are now able to say that we have a long road behind us in striving to achieve that goal. The
Association of Deaf and Hard of hearing of Yugoslavia is in process of
transition now. In such difficult situation by itself there has been a
struggle for the survival of the Association going on and a struggle for
remeding the damage inflicted by the former management of the
Association. The
Coordination Board of Organizations of Invalid Persons of F B&H, in
new assembly, have taken the first steps. For the next October there is
a workshop in preparation with an exibition of creative potentials of
invalid persons. Furthermore, some contacts have been established with
the Parliament Assembly for Human Rights and Social Affairs within
Council of Europe that have expressed an interest for the position of
deaf and hearing-impared persons in B&H. The
»Lotosice« from Tuzla are in a new outfit now. From the Opening
Ceremony of adapted, multipurpose working premises that belong to the
aforementioned organization, held in August this year in Tuzla, we have
some optimistic information regarding the employment the persons with an
invalidity, particularly women, which makes the Regulation number 7 from
the United Nations Pamphlet "Standard Rules on the Equilization of
Oportunities for Persons with Disabilities" considering the
employment, more than just empty words. The magazine that is been
published by IC "Lotos", named "Inicijativa" (The
Initiative) should be read by all means. The
project of the Association of Hearing Impaired Citizens of B&H
"The Early Detection of Hearing Loss " has been implemented
with help of American
Refugee Committee Sarajevo organization. Nine hospitals in F B&H
(Sarajevo, Tuzla, Zenica, Mostar, Bihać, Travnik, Goražde and Livno)
received the instruments for hearing screening at newborns. The Ministry
of Health F BiH has supported the initiative to introduce the obligation
for the hospitals to examine the each newborn to the test.
The
Center for an Early Detection of Hearing impairment - CEDIH in Tuzla was
formed in the midst of year 1999. The major objective of the Center is
to test all newborns to hearing loss in order to detect hearing loss on
time and to consequently send the child to the rehabilitation treatment.
The motto of the Center is: Let us provide our children the
incorporation into normal life streams!"
Neonatal
hearing screening has the purpose to identify hearing loss at a newborn.
Not identified and not treated the early hearing disability inflicts
talking- lingual deficiency and comprehension, intellectual, emotional
and psycho-social handicaps. This is a unique, quick method and easy to
perform as well. An
international symposium "Sign Language and Deaf Culture" was
taken place in Zagreb from May 3 to May 5 2001. It has been organized by
Deaf and Blind Persons' Society "Dodir" (Touch), The
Department for Hearing Loss from Educational-Rehabilitation Center at
The University of Zagreb and Faculty of Phylosophy of The Isus's Society.
The major purpose of the symposium was to promote the idea of the
comunity of deaf people as a lingual and cultural minority with putting
a request for official acceptance of the sign language with all rights
of a minority language including its usage in education. Such status the
language already have in some European countries
and it has been accepted, within human rights fullfilling, the
authorities and organizations within United Nations and European
Parlament as well. In the countries where the sign language has been
officially accepted parents can choose it as the first language in
education of their little deaf child, by which, as
the supporters of the direction at surdopedology claim, the
learning of the nation language will be faster and easier. The objective
is the bilinguality of the deaf and their improved literacy. The
development of interpreter for the deaf as a profession is a part of the
concept. Association
of Parents of Children with Cochlear Implants was founded in December
1999, in Zagreb with the objective of protection and promotion of joint
humanitarian, educational, social, health protection, scientific and
other interests and aims and beliefs. The society has issued two
interesting brochures: "The system of the Cochlear Implant"
and "The Deafness and the Cochlear Implants".
It
has been known to all of us that we have not been born with speaking
ability but it is a virtue to be learned and that depends on mental and
physical abilities of an individual and on the social environment where
the individual belongs. The talking is been learned by hearing and by
vocal impersonating of what we have heard. Now we can put questions:
What about the talking ability of children which are more or less
deprived of hearing ability, due to loss of hearing sense? Is it
possible to create a natural path for learning to speak in cases of more
serious and severe cases of hearing loss? Speaking
is a huge need for every person but it is often made difficult or
completely impossible to persons with hearing and speaking loss. The
children with hearing loss were born with ability to develop the
speaking ability but due to their hearing incapability they are stopped
and prevented from developing the speaking ability well enough by
themselves like other individuals within their environment. Stimulation
by moves is a basis for development of speaking ability at a child with

A
deaf pupil of the Center for Hearing and Speaking Rehabilitation in
Sarajevo, Brakić Edina won the second prize at the contest for an essay
for her essay titled "If I Were The General Secretary of United
Nations What I Would Have Done for Bosnia and Herzegovina".
